The John S. and James L. Knight Foundation

In the summer of 2001 the Foundation announced the Collaborative Overtown Transformation Project, which ties together the Collins Center for Public Policy, the Trust for Public Land (TPL) and Local Initiatives Support Corp. (LISC) -recipients of a combined $7.5 million. Major aspects of their collaborative work include a civic partnership and design center, an Overtown Neighborhood Revitalization Program under a LISC umbrella including partnerships with The Black Archives/Lyric Theater, the Bethel AME Community Development Corp. and the St. John's Community Development Corp.; and the creation of a Community Land Trust to try to insure that Overtown's current residents aren't forced out as redevelopment occurs.

Local Initiatives Support Corporation - LISC

LISC provides grants, loans and equity investments to nonprofit low-income community development corporations(CDCs) for neighborhood redevelopment. In 21 years, LISC and its affiliates have raised from the private sector and provided $4 billion to 2,200 CDCs. These organizations have used our funds to attract an additional $7 billion. This combined $11 billion investment has produced over 110,000 affordable homes and 14 million square feet of commercial and industrial space, 40,000 jobs, and numerous childcare facilities, charter schools, youth recreation programs, crime and security initiatives and many other programs. LISC has been working in Greater Miami since 1984. LISC is working in partnership with all three Overtown CDCs. Its local director is Dennis Russ.

Collins Center for Public Policy - The Growth Partnership

The Collins Center for Public Policy, Inc. is an independent, nonpartisan and nonprofit organization. It is committed topromoting, through thought and action, creative solutions to major private and public issues facing the people of Florida and the nation. The Collins Center has established "The Growth Partnership" to work with community groups, private developers and investors, and government agencies to promote cooperation and to create consensus. Through these cooperative relationships, The Growth Partnership is working with LISC and Overtown's CDC in building a mixed-use, pedestrian-friendly, public transportation-oriented neighborhood.

The Trust for Public Land
The Trust for Public Land, established in 1972, specializes in conservation real estate, applying its expertise in negotiations, public finance, and law to protect land for people to enjoy as parks, greenways, community gardens, urban playgrounds, and wilderness. TPL has had a strong presence in Florida for most of the organization's history. TPL is working in Partnership with the Knight Foundation, the Collins Center, and LISC in an effort to restore the Miami River and the bordering Neigbhorhoods (which include Overtown).

Miami-Dade Empowerment Trust

The Miami-Dade Empowerment Trust has contracts with several Overtown CDCs to engage in revitalization activities. The Trust was created by a collaboration of local governements to facilitate participation in the federal gevernment'sEmpowerment Zone program. The Trust provides tax incentives and performance grants, and also focuses on activities to support people looking for work, such as job training, childcare and transportation. The Empowerment Zone of Miami-Dade County includes areas of Allapattah/Civic Center, Florida City, Homestead, Liberty City, Little Havana, Melrose, Overtown, Wynwood, Miami International Airport and areas of the Central Business District and Seaport. Developable sites of the Zone include Florida City, Homestead, Opa-Locka Airpark and Northside/Poinciana Industrial Center (79th Street Corridor)

Miami Dade County Housing Agency

The Miami Dade County Housing Agency has contracts with all of Overtown's CDCs to engage in a cooperative effort to increase the supply of affordable housing and increase the percentage of home ownership. The programs include (1) Surtax, (2) HOME, (3) SHIP, and (4) CDBG.

Banc of America CDC

The Banc of America CDC in Miami headed by Gonzalo Ramon, a former staff member with Greater MiamiNeighborhoods. The CDC is working in partnership with St. Agnes Rainbow Village CDC, the Miami-Dade Empowerment Trust, LISC, and the Miami Dade Housing Agency to create the Villages of St Agnes project. The project is developing 98 new housing units on 12 acres of land in Overtown that will be affordable to low income homebuyers. 80 of the new units will be detached two story homes having two and three bedrooms and two baths. The remaining 18 units will be townhomes. The project is a joint effort between the St Agnes Rainbow Village CDC and two other entities: Banc of America Community Development Corporation and the Miami-Dade Empowerment Trust.


City of Miami (Community Development Dept. & Community Redevelopment Agency

The City of Miami's Community Development Agency provides grants to Overtown's CDC to support their venture development activities. The Miami Community Redevelopment Agency (CRA) is a unique government entity that under state law are authorized to utilize property tax revenues generated within a target area for improving the public infrastructure and other activities through public and private redevelopment efforts. The members of the CRA Board of Directors are the sitting members of the City of Miami Commission. The CRA works in Collaboration with Overtown's CDCs.
